You may have a card in the top slot of the MFD which is for NAV Data. Label them P and M if they are not already identified clearly. After it fails, being a optimist, I bring Explorer up anyway but do not see any active x bar appear. I am getting this error during the basic install when you must have Explorer down or the install won't run. Click to allow Activ X and you will be good to go.
